BEAUTIFULCITY.CA CAMPAIGN – BUDGET PROCESS
--------------------------------------------------------------------------------------
The billboard tax for art has been passed at 10.4 million in expected
revenue to be fully rolled out in 2011. Approximately 1.8 million has been
allotted to enforcement of the new billboard bylaw. This satisfies one of
our main objectives in starting BeautifulCity.ca and is cause to celebrate.
The last key objective is directing the remaining funds to enhancing the
public sphere via arts and culture. This is slated to take place during the
2010 budget process.
Please make sure this happens by signing the petition (http://www.beautifulcity.ca) calling and emailing the councillors on the Budget Committee and let them know that:
1. The city would not even have the tax without the arts community coming up
with the idea and pushing it through for the past 8 years.
2. The expenditure is only 0.04% of the budget this year, 0.09% of next –
Torontonians will get no visible benefit if it goes to increasing funding
for entrenched interests – but if it goes to art in public spaces the effect
will be revolutionary in supporting youth arts programs and creating a more
vibrant city.
3. The tax was sold to the public on the basis that it will be spent on
enhancing public spaces with art. (City press releases, justified as going
to art over 45 times in Council, all consultant and staff reports etc.)
4. According to EKOS Research, 80% of Torontonians think that government
investment in the arts in public spaces improves the local economy.
5. According to EKOS Research, only 18% of Torontonians support the tax
going into general revenue.

Beautifulcity.ca is endorsed by over 60 organizations and over XXX
individual signatories. According to EKOS and Environics, 7/10 Toronto
voters support a tax on billboards with the funds going to art in public
